
If it isn't working, start using consult/delegate with your ruler (Nobunaga Oda in this case). Once you have about half of the map, stop invading stuff, and just keep spamming consult/delegate (defend as necessary, try to have the 4 by your enemies so you can use them to defend). Nobutaka Oda might present the hire-wide policy, so keep an eye out for that so you can snag it. Always consult or delegate with one of the 4 generals for your turns unless you need more neutral starts or something. Don't use anyone in the invasions but them. Then press on an officer, move to the officer slots for the other fief, and press again. Make the other fief the ones you want to move them to. To do this, choose one of the "fief" options, and make one the fiefs the one you are moving officers from.

Use the station menu to make sure your 3 generals are next to any fief you invade so they can fight, and put the 4th in a fief next to it so they can show up as reinforcements. Remove most of the other generals, except for 2-3 (one of the ones you keep should be Nobutaka Oda). Keiji Maeda and Okuni are usually available. You start with No, Ranmaru Mori, and Sakon Shima. In this campaign, you want to pick 4 GENERALS OTHER THAN Nobunaga, and use them in every fight. You'll get an achievement after you save. You can choose Tactics > Neutral Start to get more of them. Now take every fief but the northernmost one by abusing Neutral Start (it's called Tanba, Hideharu Hatano is the lord). It never takes more than a couple turns for me. Pass turns if he doesn't, and keep checking until he does.

This is a mini-version of the main campaigns, we only have to take a few fiefs to finish it, and it needs to be done to unlock a campaign. Some settings may not be available on your first campaign (officer limit is stuck at many), but pick the settings you can for this first campaign, and then from now on, always choose those. At the next screen, you want growth on apply, time limit off, annex set to ruler, officer limit at max, and officer death off. Choose novice difficulty unless you want to make it harder on yourself. When you pick a campaign, you'll be presented with options. Alright, first off, play the Unification of Kansai scenario.
